【摘要】在考察民生财政的运行现状及其对城乡居民收入差距的影响机制基础上，从时空整合视角出发，综合运用动态面板、空间面板数据模型以及面板向量自回归模型对民生财政收支活动影响城乡居民收入差距的方向、路径以及实际效果进行了实证检验。研究结果表明，民生财政收支活动是影响城乡居民收入差距变动的重要原因。一方面，民生性财政支出的增长以及其资金投向的“农村倾向”特征，将会有效缩小城乡居民收入差距；另一方面，民生财政所引致的税收增长以及以间接税为主的税制结构，将会扩大城乡居民收入差距。

      Is Finance of People’s Livelihood Able to Reduce

        the Urban-rural Income Gap Effectively?

Abstract: On the basis of the inspection for the operation status of finance of people’s livelihood and its influence mechanism on the urban-rural income gap, the paper takes an empirical test on the influence direction, path and actual effect of the finance of people’s livelihood to the Urban-rural income gap by using the dynamic panel data model, spatial panel data model and panel data vector autoregression model. The results show that the fiscal activities of people’s livelihood are important reasons for movements of urban-rural income gap. On the one hand, the growth in fiscal expenditure on people’s livelihood and its rural-partial investment tendencies will narrow the urban-rural income gap. On the other hand, leaded by finance of people’s livelihood, the growth of taxes and the indirect taxes structure will widen the income gap between urban and rural residents.

一、问题的提出

改革开放30多年来，我国经济发展取得了巨大成就，居民收入水平不断提高。在经济总量迅速增加的同时也伴随着一些结构性问题，突出表现为当前城乡分割的二元经济结构依然存在，我国城乡居民的收入差距呈现出逐步扩大的趋势。党的十八届三中全会明确提出“紧紧围绕更好保障和改善民生、促进社会公平正义深化社会体制改革，改革收入分配制度”。这说明居民收入差距问题已经引起了国家决策层的高度关注，如何有效调节居民收入差距成为了国家宏观经济管理及社会经济体制改革中急需解决的重要和关键性问题。

自2002年开始我国政府的国家治理中心开始从单纯经济增长逐步转向和谐社会建设，作为国家治理模式转换的重要物质载体和手段，我国的财政转型也在悄悄推进，“民生财政”一词自2002年出现在政府工作报告中，迅速成为社会关注的焦点。显然，从内涵来看，缩小居民收入差距，使国民普遍享受到经济增长的利益是民生财政应有之义。那么，在当前我国城乡二元经济结构背景下，民生财政能否有效缩小城乡居民收入差距？民生财政影响城乡居民收入差距的作用机制和实际效果如何？上述问题的回答显然有助于更好地揭示我国民生财政的收入分配效应，对于进一步优化民生财政运作机制，充分发挥财政对于居民收入分配的调控作用也就具有了重要的理论意义和现实价值。
